KKYDP is the Turkish Ministry of Agriculture and Forestry's grant programme for agriculture-based investments in rural areas, governed in 2026 by Communiqué 2026/9. The grant-eligible project amount runs from TRY 100,000 to TRY 30 million, or TRY 8 million for family businesses. The rate is 50% to 70% including VAT, depending on applicant and location.
What is KKYDP and which rules apply in 2026?
The support widely known as KKYDP appears in the 2026 legislation as the Rural Development Investment Programme. The governing text is Communiqué 2026/9, published in Official Gazette no. 33213 on 3 April 2026, which repealed Communiqué 2024/43. The Ministry's General Directorate of Agrarian Reform and its provincial directorates run the programme.
It is aimed at micro, small and medium enterprises, and the project must be carried out in a rural area. That means a village, town, rural neighbourhood, rural settled area, or a place TurkStat classes as rural or intermediate density.
Which investments are supported?
- Processing, packaging and storage of crop and animal products, including steel silos and cold storage.
- Indoor crop production, cattle, sheep and goat, and poultry farming, mushroom growing, slaughterhouses and geomembrane ponds.
- Aquaculture, beekeeping and sericulture.
- Processing of animal and plant-based fertiliser.
- Shared machinery parks for agricultural organisations.
- Digitalisation, sensors and IoT, AI decision support, robotics and other agricultural IT.
- Renewable energy for irrigation power needs.
The Ministry decides which topics apply in which province and publishes them in the implementation guide. Key restrictions:
- Flour, feed and unginned cotton are limited to capacity increases and modernisation or automation. In provinces declared disaster areas after the 6 February 2023 earthquakes, feed is open to all investment types.
- Tea and hazelnut applications are accepted only in provinces that produce those crops.
- Secondary processing of goods first processed in another plant is excluded, except shelled nuts.
- Processing of products grown abroad and investments in free zones are out of scope.
What is the KKYDP grant rate?
The rate depends on the criteria in Annex 2 of the Communiqué, not on the investment topic. It applies to the grant-eligible project amount including VAT.
| Criterion | Grant rate |
|---|---|
| First-degree agricultural organisation | 70% |
| Educated young person | 70% |
| Investment in an organised agricultural zone | 70% |
| Young entrepreneur | 60% |
| Woman entrepreneur | 60% |
| Investment site in a village, town or rural area | 60% |
| Project includes renewable energy | +5 points |
| Project targets agricultural IT and automation | +5 points |
| All other applications | 50% |
With additions, the rate never exceeds 70%. A young entrepreneur is a natural person aged 18 or over and under 41 on the application date. An educated young person is in the same age band and holds a qualifying agriculture, livestock, forestry, food or fisheries education listed in Annex 2.
What are the project limits?
- Minimum TRY 100,000. Applications below this are not accepted.
- Maximum TRY 30,000,000.
- Family business maximum TRY 8,000,000. Under the 2026 Implementation Principles, annual farm income for a family business application must be at most TRY 1.5 million.
These figures are limits on the grant-eligible project amount, not the grant. Spending above them is funded by the investor as an in-kind contribution. Cost items cannot exceed reference prices, and any excess moves to the investor as well. At least 20% of the budget is reserved for women and young entrepreneurs and 30% for family businesses, released to others if eligible demand falls short.
Who can apply for KKYDP?
Natural persons, general partnerships, limited and joint stock companies founded before the deadline, and agricultural organisations may apply. Only one project is allowed nationwide. The main barriers:
- Recipients of an earlier Ministry investment grant must have passed two years between that payment and the Communiqué's publication. Agricultural organisations and recipients of irrigation grants are exempt.
- Except for agricultural organisations, partners of an applicant entity cannot also receive the grant.
- Public bodies and those financed from public sources are excluded.
- Overdue tax or social security debts disqualify the applicant.
- A mortgage, attachment or annotation affecting sustainability on the title deed is a ground for rejection, subject to listed exceptions.
Leases must cover at least seven years. We found no separate rule for foreign-owned companies in the Communiqué. See our foreign investor guide and the land and permits guide.
How do application and evaluation work?
Applications go through the Ministry's online system. The 2026 round opened on 29.04.2026 and closed on 30.06.2026 at 23:59, so it is no longer accepting applications. The next round's dates will come with its implementation guide, so check with the Ministry.
- The provincial commission completes its review within 25 working days of the deadline, awarding up to 90 points under Annex 1/A.
- The central commission adds up to 10 points under Annex 1/B and sets the final score.
- If the provincial budget falls short, projects are taken from the highest score down. Projects in agriculture-based specialised industrial zones take priority regardless of score, within the provincial budget.
- The applicant delivers documents within 20 working days of notification and provides a guarantee of 3% of the grant-eligible amount.
- The grant contract must be signed by the last working day of November in the application year, and the project completed by the last working day of the following June.
The Ministry's decision to reject is final. Our grants and projects service covers scoring and project design.
When is the grant paid and what is not covered?
Spending before the grant contract is not covered, and a contract is not signed with anyone who has already started. One interim payment is allowed, on no more than 50% of the grant-eligible amount, against a bank guarantee equal to the interim payment. Progress reports are due every four months, and the balance follows the final report and site inspection.
Land and building purchases, second-hand machinery, rent, interest, separately invoiced transport and installation, consumables, and project management and consultancy costs are excluded. No other public support may be used for the same project.
Monitoring runs for five years from the final payment. Stopping operations, transferring ownership or leasing out the facility in that period means repaying the grant with interest calculated at the late payment rates, and termination bars the party from the programme for three years. The Grant Path tool can help you compare programmes.
Frequently asked questions
Does the KKYDP rate depend on the investment topic?
No. Under Annex 2 of Communiqué 2026/9 the rate depends on the applicant's profile, the site, and whether the project includes renewable energy or automation. Applications outside those criteria receive 50%, and the ceiling is 70%.
Is TRY 30 million the grant amount?
No. TRY 30,000,000 is the ceiling on the grant-eligible project amount. The grant is a conditional percentage of that amount. The contract sets an upper limit and the final grant follows actual spending.
Can KKYDP be combined with IPARD or an incentive certificate?
Article 43 of Communiqué 2026/9 says that no support from any other public body may be used for the project applied for.
Can a company apply?
Yes. General partnerships, limited and joint stock companies founded before the deadline can apply. The field of activity must match the topic, and the authorised board's decision must be submitted.
Is the 2026 round still open?
No. Applications closed on 30.06.2026 at 23:59. For the next round, follow the communiqué and implementation guide the Ministry of Agriculture and Forestry publishes.
