Türkiye's individual irrigation grant is now provided as water-saving agricultural irrigation support under Communiqué 2026/10. It covers 50% to 70% of the grant-eligible project amount including VAT, depending on the system and the basin. The grant-eligible amount cannot exceed TRY 10 million. The programme runs in all 81 provinces, and the Ministry announces application dates.
What is the irrigation grant and what changed in 2026?
Communiqué 2026/10, published in Official Gazette no. 33213 on 3 April 2026, repealed the earlier Individual Irrigation Systems Communiqué 2021/7. The support now sits within the Rural Development Investment Programme as water-saving agricultural irrigation systems, though you may still see the older name, individual irrigation grant. The 2026 round ran under the 21st Stage Implementation Guide.
The aim is to spread irrigation techniques that use water efficiently, and the programme applies in all 81 provinces.
What is the grant rate for each system?
Article 11 sets the rate by system. It applies to the grant-eligible project amount including VAT.
| System | Grant rate |
|---|---|
| In-field drip | 50% |
| In-field sprinkler | 50% |
| In-field micro sprinkler | 60% |
| Centre pivot, linear and hose reel systems | 60% |
| Solar powered irrigation (system and panels) | 60% |
| In-field subsurface drip | 70% |
| Smart irrigation and automation (sensors, control, remote management) | 70% |
| All systems in basins with insufficient groundwater and a declared water restriction | 70% |
The last row matters: a drip application in a restricted basin also receives 70%. The basin definition refers to Communiqué 2024/39, so confirm your parcel's status with the provincial directorate.
How do the ceiling and reference prices work?
The grant-eligible project amount cannot exceed TRY 10,000,000. That is not the grant itself. If the purchase price goes above it, the investor covers the excess as an in-kind contribution.
Each cost item is checked against a reference price, and anything above it is paid entirely by the beneficiary. The contract amount is a ceiling and cannot be raised. If the invoice comes in lower, the grant is calculated on the invoice, so the final figure follows actual spending.
Who can apply?
- Applicants registered in the Ministry's registry systems, who stay registered for five years from payment.
- Natural persons.
- General partnerships, limited and joint stock companies whose articles allow agricultural production.
- Irrigation, agricultural development and agricultural credit cooperatives and irrigation unions with suitable articles, on their own land or on public land under a notarised lease of ten years or more.
Natural persons and companies can apply for leased land with a notarised lease of at least five years. However, subsurface drip, centre pivot and linear, solar and smart irrigation applications require ownership of the land, except for leases or allocations of ten years or more on public land. Investors leasing farmland should check this before choosing a system. See our land and permits guide and our foreign investor guide.
Applications are blocked by:
- An irrigation grant on the same place in the last five years, including the application year. The part of a parcel not previously supported can still apply.
- Interest or profit share support for irrigation on the same parcel in the last five years.
- Overdue tax or social security debts, public employee status, or a contract terminated for breach in the last three years.
- Relying on a rented well. A well with a groundwater use certificate in the landowner's name on leased land is accepted.
Which costs are excluded?
Construction such as weirs, drilling new wells, power lines and storage facilities are outside the grant. So is a conveyance line alone, from the water source to the field. Where conveyance is designed together with an in-field system, it cannot exceed 20% of total cost, with any excess paid in kind.
Transport, second-hand materials, project preparation, interest and exchange differences are also excluded. Delivery and installation are covered only when included in the purchase price on the invoice, not when shown as separate lines.
What are the technical conditions?
- An authorised agricultural engineer prepares the project.
- Surface water needs a use permit or allocation certificate, and groundwater needs a groundwater use certificate.
- Centre pivot, linear and hose reel systems need at least 20 decares of working area, and smart irrigation at least 50 decares.
- Solar projects on agricultural land must upload the permit under Law no. 5403, and the guide requires an undertaking not to connect the system to the grid.
How do the process and deadlines work?
The Ministry opened 2026 applications on 29.04.2026 and announced a closing date of 12.06.2026. The Muğla Provincial Directorate reported on 09.06.2026 that the period was extended to 30.06.2026. That round has closed. Dates can change each round, so watch the Ministry and provincial directorate notices.
- Applications are reviewed within 30 days of the deadline, and lists are approved within 5 days.
- Lists are posted for 5 days on the provincial directorate's website and notice boards. No individual notice is sent, so you need to watch for them.
- If funds fall short, applications are scored. Women, young people and first-degree agricultural organisations take priority, and at least 20% of the budget goes to women and young entrepreneurs.
- The grant contract is signed within 10 days of publication.
- The system is installed in the field within 75 days of the contract.
- The payment request is filed within 10 days of purchase, and the provincial unit inspects on site within 30 days.
An invoice dated before the contract leads to termination. Payment is in Turkish lira. Ownership, location and purpose of the system cannot change for five years from payment, and the directorate inspects at least once a year during that time.
If irrigation is part of a larger project, see the KKYDP guide. Compare programmes with the Grant Path tool, or see our grants and projects service.
Frequently asked questions
What is the grant rate for drip irrigation?
In-field drip receives 50%. In a basin with insufficient groundwater and a declared water restriction, the rate is 70%. It is calculated on the grant-eligible amount including VAT, within reference prices.
Does the grant cover drilling a new well?
No. New wells, power lines, storage facilities and works such as weirs are excluded under Communiqué 2026/10.
Can I apply on leased land?
Natural persons and companies can apply with a notarised lease of at least five years. Subsurface drip, centre pivot and linear, solar and smart systems require ownership, except leases or allocations of ten years or more on public land.
Is the grant TRY 10 million?
No. TRY 10,000,000 is the ceiling on the grant-eligible project amount. The grant is the percentage set for your system type.
Can I apply again for the same parcel?
Not for a place that received the grant in the last five years, including the application year. The part of a parcel with no previous grant can apply if the conditions are met.
